[setup][xs]: give access to 'lib/dms' and 'utils/index' modules from theme/plugin so that devs can use it.

E.g., in my theme, I can call lib/dms methods: new app.get('dms').DmsModel
or utils functions: app.get('utils').ckanToDataPackage(...)
