[Feat] Hexagon/Grid, getColorValue, getElevationValue based on updateTriggers (#3473)

* use updateTriggers to detect changes in getColor and getElevation value and weight
* create cpuAggregator to manage cpu aggregation in cpu grid and hexagon layer
* fix tests
* update layer doc
