cilium: make all ct timeouts configurable

Make the CT timeouts configurable for expert users. Depending on the
use-case and expected traffic workloads the defaults may not be desirable
e.g. shortening ct service timeouts would avoid stickyness to specific
backends for the same tuples for the default time span. Accepted timing
inputs are those that time.ParseDuration() will eat.
