Fix more RE bugs in extension/src SiteConfig

* redirect getRegexp() returns a full regexp not just the pattern.
* Renamed the behaviour switch variable to reflect the fact that it is
  not a full regexp but just the pattern.
* Added documentation and FIXMEs and potentially moving these regexps
  out of site config since they have a single consumer that uses it in
  a very specific manner where the inaccurate test isn't a real problem.
