kernel: remove a bunch of low-level SET_* functions

These could be used to mess with internal data of filters and
other operations. Doing so correctly is however very tricky. No
code used those functions, and I can't think of a reason why one
would want to use them, so let's remove them -- if we ever need
something like that, they are trivial to add back.
