Partial merge of pull request #48: Add max-retries configuration option

For some reason I completely missed this pull request until now, sorry
about that. Of course given all of the recent changes to pip-accel the
pull request doesn't apply cleanly anymore :-). The pull request
contains three distinct and (IMHO) unrelated changes:

1. Making max-retries a configuration option
2. Changing the binary cache filename delimiter from `:' to `-'
3. Changing binary package generation to correctly generate
   `installed-files.txt' so pip can uninstall packages installed using
   pip-accel.

I'm not yet sure what I think about points two and three but there are
no objections at all to point one so for now I've decided to at least
merge that change. To elaborate a bit further on what I think about
point three: Having `pip uninstall' work properly is certainly what I
want, but I'm not sure whether the significant changes suggested in the
pull request are justified (it seems to introduce a lot more additional
complexity than I would like to see :-). I want to think about that a
bit more.
