Modify check_and_install_prereqs() to check for ImportErrors so as not to mask other problems.

* Fixes install command to work with extensions.
Adds --freeze-installed argument to conda install command to prevent updating already installed packages when installing apps or extensions.
Adds "update-installed" option to override the --freeze-installed default behavior

* Fix linting issue.

* Adds warning when installing apps/extensions with --update-installed flag.

* Upgrade to Django 2.2

* Fixes draw layer id generation bug in MapView. IDs are now uuid4's instead of integers.
