Implement new hashing rules for MapProof [ECR-3320] (#1032)

Since MerkleDB, proof nodes and the merkle root are hashed with a tag; 
proof paths (aka DbKeys) are hashed using LEB128 encoding for their bit size
and the part of the key containing significant bits.
