endpoint: remove need to expose read-locking in `updateEndpointsCaches`

The only caller of `GetSecurityIdentity` for `pkg/endpoint` is in
`updateEndpointsCaches`. This exposed the read-locking functionality of Endpoint
unnecessarily, as the read-locking can be put in `GetSecurityIdentity`.
