CORE-1274: Port Terminus Aliases Plugin to Terminus core (#1994)

* Blacklist pantheon-systems/terminus-aliases-plugin, so that we do not try to run both the built-in and the plugin version of the new aliases command.

* Port alpha:aliases to Terminus core; replace built-in aliases command. Also port over unit tests for alias emitters.

* Use team-only to align with what the dashboard is doing

* Optimize 'aliases' command a bit, and update tests to match new implementation.

* Update fixtures for behat aliases test

* Pare down the aliases recorded data and feature so that we get accurate results.

* Fix up recorded url for Travis

* Remove php 5.5 tests since Travis won't spin up that version any longer

* Simplify user uuid

* Better php docblock comments

* Add docblock comments to AlliasCommands

* Remove AliasData, AliasCollection and EnvironmentCollection classes; they are no longer needed, since we produce only wildcard alias records now (one record per site).

* Update phar build

* Update tests for simplified behavior

* Fix training comma in function arguments list (only valid in php 7.3+).

* Code style

* Document that PHP 5.5 is no longer tested
