Apply resource parameters before defaulting namespace (#331)

Allows resource parameters to set/enforce a `metadata.namespace` for
externally sourced workflows. Prior to this change, doing so would
result in "failed to create resource object. err: the namespace of the
provided object does not match the namespace sent on the request"
errors.
