add capability to disable CNP NodeStatus updates

For `cilium-agent`, add the following option:

*  `disable-cnp-status-updates` will disable CNP NodeStatus updates if set to
true. By default, it is false.

For `cilium-operator`, add the following options:

* `cnp-node-status-gc`: default set to `true`. When `false`, no garbage
collection is performed for noes which have been removed from the cluster in the
Status section of CNPs.

* `cnp-node-status-gc-interval`: default set to `2 mimutes` - the interval of
garbage collection for nodes which have been removed from the cluster for CNP
Node Status
