switchdev: Add unit test for GetUplinkRepresentor

This patch add utilfs interface with DefaultFs
and FakeFs implementions. The DefaultFs uses
golang ioutils for manipulate filesystem were the
FakeFs using  afero for in memory filesystem.
This allow us to mock filesytem while testing.
