* Set Numpy Random Seed in one place for tests

set numpy random seed in conftest.py and removed it from other test files.

closes #661

* add random seed function under pytest fixture

* fix import error

* add missing docstring for the random seed generator function

* fix formatting error

* add back call to np.random.seed()
