new: don't overwrite existing files

Users might accidentally execute juliet new twice with the same
arguments, leading to potential loss of data.

Typically:

$ juliet new -- title "some title"
$ vim posts/2019-08-06-some-title.md # write article[1]...
$ juliet new -- title "some title" # oops, unintentional

data written in [1] is lost.

This commit addresses this issue:

$ juliet new -- title "some title"
$ vim posts/2019-08-06-some-title.md # write article[1]...
$ juliet new -- title "some title" # oops, unintentional
-> error
