Updated environment variables & make assertions about correctness of results (#23)

* return is_done and is_summarized from montior() and summarize() to better assert the results

* is_summarized should not depend on is_expired. "complete" jobs should really be ones that are expired.

* add NUM_GPUS as environment variable to update the output file name

* add env var NUM_CYCLES to repeat the job after some number of times.

* log and make assertions during each twisted call

* Manager and Job share common utils.sleep function

* create retry wrapper around treq.post for monkeypatching

* Test the `twisted` calls with `pytest-twisted`
