<a href="https://github.com/wikimedia/parsoid/commit/3c238de01">Packed gallery should round up sizes, not round down

In core, `includes/gallery/PackedImageGallery.php` uses `ceil`.

Also fixed a bug where we neglected to pass the final `width` parameter
through when invoking the superclass method, and add some tests to
exercise the `nolines`, `packed-hover` and `packed-overlay` modes.
