Api config should do queries with formatversion=2

This matches Parsoid's default and avoids some unusual legacy behavior
with formatversion=1.

Also cleared the old cached hybrid-testing data, since it is now
in the wrong format and it's not used any more anyway.  Unset
`cacheDir` when running hybrid so we don't try to read/write it.
