backends use filename field from packages, skip local data dir

children and rchildren have a special case when a local path is the
cache anchor so that they don't include local data dir, ideally this
would be implemented with zero overhead by swaping out the children
and rchildren properties entirely, but right now it adds a couple of
branches to every invocation, which is bad
