<a href="https://github.com/wikimedia/parsoid/commit/5ae07a08c">Implement mockAPI.js capabilities in tests/mocks/MockDataAccess.php

* The original intention was to use this for parser tests, but a later
  patch ports mockAPI.js to be an src\Config\Api\ApiHelper mock instead.

  So, while this is not used in parser tests right now, but could potentially
  be useful for other testing in the future.

  This has been tested a fair bit while I ran this with parser tests.
