* Batch call to bugbug http service. Fix #776

In the case we have too many bug ids to classify, we might hit a timeout
making a request to the bugbug HTTP service.

* Send integers bug ids

The http service will starts enforcing it after
https://github.com/mozilla/bugbug/pull/794 is merged
