Make sure all CLI help strings are short and consistent (#3224)

Make sure `verdi` commands respect PEP 257 docstring conventions such
that `click` will properly format the short help message. In particular
this means that the docstring should start with a single sentence that
ends with a full stop.

The commands `verdi rehash`, `verdi graph` and `verdi comment` have been
moved under the `verdi node` command and the old commands have been
deprecated. The unit tests have been copied to the node command tests
and the original tests are left for now to make sure the deprecated
commands continue to work.

Additionally, a confirmation prompt is added to `verdi rehash` with an
optional force flag and the arguments for `verdi node comment` have been
made required.
