cli: create -w and run -w

* Adds ``-w`` option as an alias for ``-n`` to the ``create`` and ``run``
  commands so that users can use `-w` consistently everywhere to specify
  the desired workflow.  (Principle of least astonishment.)

* Adds ``typing`` dependency minimal version requirement to work around
  CWL dependency installation troubles in Python-2.7 environments.
