User-experience improvements for `verdi data structure import` (#3216)

 * Replace the option `--format` with multiple subcommands. This removes
   the issue of having a default, and also allows each command to have
   proper, different command-line options (see e.g. the one specific to
   the `aiida-xyz` subcommand) without having to put a lot of logic in
   each subcommand
 * Moves some logic in AiiDA (in `aiida.tools` more specifically) that
   used to be in the `qe-tools` package, making `qe-tools` fully
   independent of AiiDA (a PR will come there) [currently, the
   `qe-tools` had imports that only work in earlier AiiDA versions,
   making it difficult to manage multiple versions in it]
 * By default imported structures are stored; a `-n/--dry-run` option
   is added to allow just "trying" to import (usecase: check if the file
   to import is parsable, without actually creating a node)
 * Remove the `--view` option (use `verdi data structure show` for that)
