CASH-1067: Allow loan card rows to overlap page content

From a user’s standpoint, cards now only expand when you enter the card body, not the card margin. This is implemented as follows:
* Hovering in margins will now only trigger card expansion when another card is already expanded
* To expand a card initially, you must actually enter the card body

There are 2 potential tweaks to do from here:
1) Another PR (saved as a branch locally) can enable the `min-height` of the `category-description`. I haven’t enabled that since I want design/product/eng to test this before we artificially increase top margins for rows with short descriptions.
2) I believe there’s a chance we can also reduce the bottom margin too if design/product/eng feels comfortable.
