Adding LPC176x/5x System Controller (#601)

The LPC176x/5x  system controller can be used to change the CPU clock
speed as well as the clock speed of each peripheral.

- Added SystemController classGetPeripheralFrequency for LPC176x/5x controllers.
- Changed SetPeripheralClockDivider(),  GetPeripheralClockDivider(), and
  GetPeripheralFrequency() in sjsu::SystemController to accept an optional parameter
  PeripheralID to allow each peripheral clock divider to be adjusted
  seperately.
  The following peripherals and repective unit tests are updated to reflect this
  change: ADC, I2C, PWN, SPI, UART.
