Refactoring: Modularize YouTrack settings

Previously, the user-interface settings component was “all or nothing”.
That is, it was specifically targeted to the needs of computing Gantt
charts. However, there are other use cases (e.g., just creating an
overview between all issues, without the time component of a Gannt
chart).
