Refactor the previously added format, canBeBlank, canBeNA and values properties into a single validation object.
By grouping all of the values under a single key, we can more easily see which fields are part of the original spec and which have been added to make the spec more machine readable. This also solves the problem of trying to have the format property story multiple values in a semi-colon delimineted string, an array where position matters, or a redundant object.
