ExtendedOptsProcessor: Add additional utility methods

* Add ability to configure defaults.
* Add ability to get processed CLI args as an associative array.

Implemented as a trait so it can be used to augment either Parsoid's
standalone OptsProcessor or the one built-in to core's Maintenance.php.
