Add tools/OptsProcessor.php to aid CLI processing for scripts

* This has been adapted from MediaWiki core's Maintenance.php file.
* I copied the file and removed all code unrelated to CLI args
  processing, lightly amended some comments, and added type hints.
* The plan is to use this for the various scripts we have in Parsoid
  that use yargs in the JS version.
* Most importantly, I retained the licence header at the top since
  I wasn't sure I could remove that license header.
