Commit Message

Add support for multiple Ethernet connections.

* Adds `discover_connections` method
* If multiple connections are present (and they lie in the places SpiNN-5
  constructed machines would put them), they will be used.

TODO/Shortcomings:
* Requires testing against a machine with more than one board/Ethernet
  connection.
* If an Ethernet connection is down, (0, 0) is used rather than looking for an
  alternative nearer-by.
* Only works when connections lie in places they would on a SpiNN-5 board. (OK
  for the forseeable!)
* Obviously only looks for Ethernet connections (i.e. no S-ATA magic nor any
  real provisions for this)
