kernel: clean up NEW_STRING

The bag returned by NewBag is zero initialized, so we don't
need to insert null terminators. And a negative length really
indicates a deep programmer bug, and it suffices to handle it
via GAP_ASSERT, as we do in other similar cases.
Also reformat the code.
