build: enhanced dev and prod build modes

* Added 'clean-webpack-plugin' to clead dist directory before build
* Renamed 'etc/webpack' to 'etc/build' to make it more consistent with other etc dirs
* Renamed 'etc' dir to 'scripts' to make it more clear
* Set bundle name to 'oneui' for dev build and 'oneui.min' for production build
* Fixed issue with including oneui css into example project

Resolves #ONEUI-53.
