* Add support for Mobx enforceActions configurations.

* Revert inconsistent formatting.

* Updates for comments in PR review.

Simplify tests, remove unnecessary mocking of console, add new mobx test utils.

* Update useLocalStore and useAsObservableSource to test observable property updates for each Mobx enforceAction setting.
