Commit Message

Using stimulus.js and testing with Jest

Replaces the existing FieldSet loading with a stimulus controller and
tests it using Jest. We no longer need to rely on css classes for
querying DOM elements. The fields controller activates inputs that are
designated as multiple using data attributes instead.
