Add an optional partition_size parameter to repartition (#4416)

* Add an optional partition_size parameter to {dataframe,series}.repartition

* Update repartition by size to rebalance imbalanced partitions by memory usage

* Optimization: avoid split_evenly/get_item for single split

* docstring updates to repartition subfunctions

* reduce testing time of repartition tests

* clean up repartition error handling
