Add testing for RunClass and TopicCreate

Added tests and fixed linting issues around RunClass and TopicCreate.  I
don't particularly like how the command is tested, but just getting back
into rspec so if anyone is watching this, I'd be open to suggestions.

To maintain consistency, I left the exit method in the command, though I
do think that I'll move the exits back into the cli and probably just
  return true/false or self/nil from the run method...  This will take a
  little more work as they are scattered around some of the more complex
command classes.
