pushOffsets: Ignore offset if null

* This eliminates spurious offset conversions where a null
  offset gets converted to 0.

* This in turn fixes incorrect DSR offsets and eliminates
  a number of cs/s inconsistency warnings while running
  parser tests in hybrid mode.
