Commit Message

Moved default collection image to public root

Moves the default image used in a collection's landing page to the root
of the public folder, and outside any server-managed directory. This
ensures that we can update the image within the git repo and the change
will be made at the next deploy.

Also moves the spec test for the representative image presenter to the
correct subdirectory.
