Extract Statistex from benchee (#301)

* First running extracted Statistex version

* public Statistex interface

* A whole bunch of tests and docs :)

* dialyzer wasnt happy as because empty list vs required elements

* only check format for newest elixir versions

* Made Statistex raise ArgumentError for empty lists

Also worked hard to give dialyzer enough specs to believe me that
sometimes determining function call overhead actually works and
we can actually do soemthing with it.

* Specialized FunctionCallOverhead determination code

This avoids problems with type specs and unwanted code being run
as before we were going through our entire measurement stack
(determine_n_times, hooks etc.) although none of it is needed.

This is a bit more code now, but much simpler.
