Add input preprocessors for security analysis (#799)

* Add capability to plug input preprocessors for security analysis.

This will allow to inject some specific behaviour, in particular for
limit violation detector.
The preprocessor factory takes the contingencies file as an input.
The factory is configured in the security analysis config.
If none is configured, the usual behaviour based on the configured
ContingenciesProviderFactory is used.
