 - Changed and simplified newpolicy and newpolicy.pl
   - Better interaction with Netspoc-API:
      Moved POLICYDB/next/failed to POLICYDB/failed
   - No longer write current username to lock file.
   - File compile.log is no longer locked, POLICYDB/LOCK is checked instead.
   - Better handling of edge cases:
     - No error message on first run with empty POLICYDB.
     - Detect if netspoc fails fast.
   - newpolicy.pl can run in taint mode again.
   - Only untaint path if run as other user.
   - Added automatic tests.
