Commit Message

Ensure test setup script sets data_dir correctly

Include a config lookup for DATA_DIR in the tests_base.py setup script.

This will ensure that it uses the correct `data_dir` rather then just
assuming the default location and will help ensure tests run much
faster under Vagrant.
