Support custom operator-manifest build type

OSBS implements change that uploads operators manifests into dedicated
artifact type instead of uploading it into logs.

https://github.com/containerbuildsystem/atomic-reactor/pull/1214

OMPS now will try to use the new location first and fallback to the previous location
of manifests to keep BW compatibility
