This replaces the various other properties on the JS side
(usePHPPreprocessor, fetchImageInfo, expandExtensions, fetchTemplates).
This offline mode is useful in two scenarios: (a) local development
testing of the code in this repo without needing to hook it up with a
MediaWiki instance when offline (b) running parser tests.
