fixup ewd handling

This patch adjusts a simple bit of code that checks for EWD hit on boot
test. If this happens, then it is suspicious and likely a kernel
problem.
The adjustment does 2 things:
* makes sure that skt keeps looping when this is detected and that it's
  not handled as an infrastructure failure
* makes sure that a suspicious EWD hit on boottask is reported as kernel
  failure when we read XML results
