Phan improvements: analyze some code in tests/, exclude some code in vendor/

Ensure phan doesn't analyze itself; also exclude some linting and
codesniffer code in an effort to reduce maximum memory usage.

Allow phan to analyze some code in tests/.  Haven't completely cleaned up
the tests/phpunit/ and tests/spec directories, but made a start at it.
The tests/porting directory now passes phan checks.
