Parsoid: Remove `/page/html/{title}/{revision}/{tid}`

We are now storing only the latest render of the latest revision, so
requesting a specific render of the page's HTML is not feasible (except
in the narrow case where one knows the latest TID of the latest
revision, but in that case supplying both the revision and TID is
practically useless), so remove the public end point.
