Merge pull request #279 from mafonsoN/altref_support_PR

[Version 1] Support for Alt-ref pictures and implementation of temporally filtering for adjacent frames. This pre-processing step is applied to the base-layer inter picture, which is encoded and used as a reference for other pictures. In addition, an overlay is encoded at the same location.

Enabled by default but the following command line parameters are available:
-enable-altrefs [ enable Alt-refs; default 1 ]
-altref-strength [ filter strength; default 5 ]
-altref-nframes [ number of adjacent frames to filter; default 7 ]
-enable-overlays [ enable the encoding of the overlay pictures; default 1 ]
