Autodetect PCP coonfiguration

This is a pretty major update to the build system to detect PCP
configuration, as well as export the relevant PMDA registration files.
This was all modelled very closely on the realted Qpid PMDA project
(https://github.com/pcolby/pcp-pmda-qpid).
